Thirty years after the Barcelona Process set out a vision for Euro-Mediterranean partnership, 2025 was not a year for commemoration. It was a year for renewal, and for charting a common direction.
Two complementary milestones defined that direction. The adoption of the UfM Vision Statement and the launch of the Pact for the Mediterranean together established a new framework for regional cooperation: one that will shape how 43 Member States work together in the years ahead. These emerged from an extensive, collaborative reflection process involving member states, civil society organisations, academic institutions, local and regional authorities, cities and communities from across the Euro-Mediterranean space. The direction they set is a shared one precisely because it was built together.
The UfM 2025 Annual Report tells the story of what that cooperation made possible throughout the year. How dialogue evolved into shared direction, and shared direction into concrete action across the full breadth of the Euro-Mediterranean agenda. From investing in people and building societal resilience, to creating economic opportunities and tackling shared global challenges, the report reflects a region that continues to move forward together, even when the path is not straightforward. It also celebrates what makes the Mediterranean more than an institutional project: the shared culture, heritage, and human connections that give regional cooperation its deepest meaning.
